What is PINSA?
PINSA, Parque Industrial de Nogales, S de R. L. de C.V. is a privately owned
company founded in 1969 by Richard Campbell, Sr., and now headed by Richard
Campbell, Jr., its president. His son Richard Campbell Noris oversees International
Marketing. C.P. Antonio Garcia Villasenor is currently the director of operations  
and Mr. Antonio Garcia Valencia is in charge of Public Relations. Our continuing
challenge has been centered on the establishment, development and growth of the
maquila program in Mexico.

In the early years of the program we worked closely with the Mexican government
in outlining, writing and tailoring accounting procedures and other regulations that
would make the maquila program most acceptable to American and other foreign
manufacturers.

In 1969, Mr. Richard Campbell Sr. created the “shelter plan” concept (now imitated
worldwide). This innovative program makes starting up and operating your offshore
plant no more different or challenging than establishing and running a new out-of-
state plant.

We also began construction of what is still the largest industrial park in Nogales,
Sonora, in 1969. A facility that would ultimately offer 1,500,000 sq. ft. under roof. This
park and other facilities in Nogales Mexico are available for your operation now and
in the future.

Our shelter plan concept received an award for creativity and pioneering leadership
from Flagstaff Institute. Peter Drucker, internationally recognized management
consultant who presented the award.
